 Easterly District Interceptors Reline & Replacement Contract (EDIRARC)
PURPOSE
Through our inspection and condition assessment program, the NEORSD has identified interceptor sewers, within the Easterly District, that are deteriorated and require structural rehabilitation. This project will provide for the rehabilitation of deficient pipe reaches thereby improving the structural integrity and restoring the hydraulic capacities of these sections.

LOCATION
The work areas included in the contract are throughout the NEORSD Easterly service area loosely defined as Lake Erie to the north, the Cuyahoga River to the west, East 185th St. to the east, and Woodland Ave. to the south. Most of the work is within the City of Cleveland, with a few repair locations in East Cleveland.

PROJECT DESCRIPTION
The EDIRARC project will include internal inspection of the sewers identified as needing repair, sewer cleaning and structural lining or replacement, and external grouting. Pipes will be lined with cured in place pipe, or fiberglass reinforced polymer pipe grouted in place. Most of the lining will be performed from within the existing pipes without the need for excavation. On some of the larger pipes, a small work shaft may be required for installation. There are two locations where pipes will be replaced. Those work locations will require excavation. To complete some of the repairs, bypass pumping may be needed to convey sewage flows overland around the work area and back into the system. Surface disruptions and excavations will be minimized to the extent possible.

PROJECT SCHEDULE
The EDIRARC project will commence in July 2004 and will be completed within twenty-four months.

PROJECT COST
The Engineer's Estimate for the EDIRARC project is $13,600,000.00 and will be financed by a low-interest loan through the Ohio EPA's Water Pollution Control Loan Fund.
