 Easterly District Interceptors Service Agreement Contract (EDISAC)
PURPOSE
Through inspection and condition assessment evaluation of the District-owned interceptor sewers within the Easterly District, numerous areas of isolated defects were identified as needing repair. In general, the pipes included in this project for repair are in good condition except for the isolated defects. At this time, full-scale replacement or rehabilitation such as lining is not warranted. This project will address the isolated defects to slow further deterioration and prolong the life of the existing pipes.

LOCATION
The work areas included in the contract are throughout the NEORSD Easterly service area, loosely defined as Lake Erie to the north, the Cuyahoga River to the west, East 185th St. to the east and Woodland Avenue to the south. Most of the work is within the City of Cleveland, with a few repair locations in Bratenahl, Cleveland Heights, East Cleveland and Shaker Heights.

PROJECT DESCRIPTION
The Easterly District Interceptor Service Agreement Contract (EDISAC) project will include internal inspection of the sewers identified as needing repair, sewer cleaning where necessary and repairs such as grouting of fractures, replacement of missing bricks, sewer lateral repairs, repair of holes in the sewer, sealing areas of infiltration, and external grouting. Most repairs will be performed from within the existing pipes without the need for excavation. To complete some of the repairs, bypass pumping may be needed to convey sewage flows overland around the work area. Other repairs may require a small excavation to accommodate necessary equipment or to access an area in need of repair. Surface disruptions and excavations will be minimized to the extent possible.

PROJECT SCHEDULE
The EDISAC project will commence late in 2003 and will be completed within twelve months.

PROJECT COST
The engineer's estimate for the EDISAC project is $2,000,000.00 and will be financed by the District.
