PURPOSE
The E. 90th Street Relief Sewer project (MCSO-4) is designed to reduce the number of combined sewer overflows to Mill Creek tributaries by intercepting a portion of the flow at the regulator manhole on E. 88th St. south of South Highland Rd., and conveying it to the Mill Creek Storage Tunnel at E. 90th St. and Garfield Blvd.
LOCATION
The new relief sewer will begin along E. 88th St. south of South Highland Rd. near the Garfield Villas Apartments, continue northward under E. 88th St. to Plymouth Ave., turn eastward to E. 90th St., and then continue northward to just south of Garfield Blvd., where a connection will be made to the recently constructed Mill Creek Tunnel.

MCSO-4 will convey combined sewer flow originating in the City of Garfield Heights.
PROJECT DESCRIPTION
This project consists of approximately 3,150 feet of 36-inch diameter sewer. Depths range from 35 to 70 feet for the majority of the project length but become as shallow as 10 feet at the north end. The sewer will be installed underground by microtunneling techniques with surface work limited to access shafts, also referred to as launching and receiving pits, and a new regulator manhole. Access shafts will be excavated at the following locations: west side of E. 90th St. just south of Garfield Blvd.; east side of E. 90th St. just north of Reed Ave.; east side of E. 90th St., approximately 550 feet south of Reed Ave.; northeast corner of E. 90th St. and Plymouth Ave.; southeast corner of E. 88th St. and Plymouth Ave.; southeast corner of E. 88th St. and McCracken Blvd.; and east of East 88th St. south of South Highland Rd., just north of the Garfield Villas Apartments.
FUNDING SOURCE AND COST
The estimated construction cost for Contract MCSO-4 is $4,724,700.00. This project will be financed with a low-interest loan provided through the Ohio EPA Water Pollution Control Loan Fund.
CONTRACT DURATION
The duration of construction is currently estimated as 540 calendar days from the Notice to Proceed, which is anticipated for summer of 2004.
