 Phase 2 Floatables Control Facilities Design (CSOFLOAT-2)
PURPOSE
The purpose of the project is to capture a significant percentage of floatable material carried in combined sewer overflows (CSOs) that impact streams, parks, and points along Lake Erie's shoreline. During heavy storm events, a combined collection system will divert excess flow into receiving waters. This flow will carry street litter and sanitary sewage debris, which is commonly referred to as floatables.

LOCATION
Floatables control facilities will be built at the following sites: Dugway Brook, Gordon Park, Euclid Beach Park, Euclid Creek, and Brookside Reservation. Construction sites will be very compact and should not have noticeable impacts on local traffic or other activities.

PROJECT DESCRIPTION
The District's Phase 1 Floatables Control Facilities Design Project led to the installation of five netting facilities that capture floatable debris carried in the CSOs to the Cuyahoga River and Lake Erie. The District has operated the netting facilities since 1999, with a floatables removal efficiency of approximately 90%. To further abate the amount of floatables discharging into the receiving waters of Greater Cleveland, the District has embarked on Phase 2 of its CSO floatables control program. The Phase 2 Floatables Control Facilities Design (Contract CSOFLOAT-2) involves the design of CSO floatables control facilities at five additional CSO outfall locations. A floating unit in open water will be installed at Dugway Brook (CSO 230/231) to control two outfalls in close proximity, an end-of-pipe unit designed to fit in the existing outfall structure will be installed at Gordon Park (CSO 204), and in-line facilities will be installed at Euclid Beach Park (CSO 206), Euclid Creek (CSO 209), and Brookside Reservation (CSO 053).

COST
The estimate for the capital cost of the five facilities is approximately $2.5 million.

SCHEDULE
It is anticipated that a notice-to-proceed will be issued in April 2004. Contracts for the installation of these devices will be awarded in March 2004, with a projected completion date of March 2005.
